we consider that Minister's proposals should be modified as follows (a) As regards decandanta born in China of Anglo-Chinese who have

obtained certificates of denationalisation (1) provision must be

made for children born during temporary,residence in China.

(2)

We consider that arrangements should be made for renunciation

of Chinese nationality if desired and that there should not be

absolute bar suggested in paragraphs 17 and 19.

(b) As regar ds

A

dee en dan deèendants born out of China parents would possess only one

nationality viz: British and the Chinese Government should be

pressed to renounce any claim to decendants as being of Chinese

nationali ty. This would obviate the necessity for renun ei ati on

reduce possibility of friction over delay in issue of certificates

and enable such persons to obtain protection on registration.

I am informed by the Chinese members of the Council that to compel

such persons to obtain denationalisation certificates would be

regarded by loyal Chinese here as serious derogation of their rights

as solely British nationald and I would urge that full consideration

be given to their views. (c) Provision must be made to govern

position of miners until they are of age to make declaration for

themselves. Despatch follows.
